Tax liens are government-sponsored instruments of debt that are levied on property owners for failure to pay taxes. Tax liens are sold to investors for the amount of taxes owed and when a property owner pays off his/her taxes the investor receives a generous interest rate.
Annual interest rates range from as little as 10 percent in Missouri to as much as 24 percent in Iowa. A few other states of interest include:

Tax Deed Sales
Buy property for 50, 75 or even 90 percent below market value at tax deed sales. A few states even have a right-of-redemption period in which you can earn flat interest rates of 20 percent in Georgia and 25 percent in Texas, even if the properties are redeemed in less than one month.
